When calling overseas from the United States to your
France cellular phone number, callers will need to dial 011 followed by the country code 33 and then your France cell phone number, omitting the first 0 (zero). To call abroad from your France cellular phone simply dial 00 followed by the country code and phone number.

What exactly do all these numbers mean?
There are nine numbers in the French Telephone system when dialing to France from another country. To illustrate we'll use the Tourist Information Agency (Maison de la France) in Paris. Their telephone number is 33-1-4296-1023. (The country code number for France is 33 and the area code for Paris is 1.)
If you are dialing long distance within France, add a 0 (zero) in front of the 1 (one) and the number would be dialed as 33-0-1-4296-1023. When calling from outside France the international code to get to the international operator is 011. The telephone number you would dial to reach the Tourist Information Agency in Paris from the US and Canada would be 011-33-1-4296-1023.
